KEMPER, JAMES HARVEY, 82, of Marianna St., Wellsburg, WV, died Monday, August 27, 2001, in Wheeling, WV. He was the son of the late Frank Joseph and Minnie Bilby Kemper. A member of the Wellsburg Presbyterian Church and an Army veteran of WWII, he belonged to the Disabled American Veterans, an Air Corp-airplane mechanic, a Brooke County Constable for many years and also the Brooke County AARP. IN addition to his parents he was preceded in death by his wife, Imogene Christin Kemper; a daughter Carolyn Jean Kemper, six brothers, William, Richard, Frank, Kenneth, Fred and Archie Kemper; two sisters, Gertrude Ellis and Louise Kerns. He is survived by a daughter, Mrs. Allen “Joyce” Woodstuff of Wellsbutrg; a brother, Paul Kemper of Cuyahoga Falls, Ohio; two grandsons, Michael Woodstuff and wife, Deborah ,of Wellsburg, and Scott Woodstuff and his wife, Suzanne, of DeFiance, Ohio; three great grandchildren, Michelle Woodstuff of Wellsburg, Andrew and Jonathan of DeFiance; two sister-in-laws, Freda Kemper and Macel Kemper, both of Wellsburg; several nieces and nephews. Arrangements by Reasner Funeral Home, Wellsburg, WV. Interment was held in Brooke Cemetery, Wellsburg, with full military rights by the Ohio Valley Veterans Memorial Squad.
